Jeffrey Ruggiero is a partner in the FDA and healthcare group. His practice includes the representation of a variety of healthcare providers in corporate, transactional, regulatory, licensure, and litigation matters.
In his general corporate and transactional work, Mr. Ruggiero structures and negotiates mergers, acquisitions, dispositions, joint ventures, affiliations, and employment and consulting arrangements. He also represents and advises healthcare providers on Medicare and Medicaid fraud and abuse issues, “Stark” self-referral laws, and the development and implementation of compliance programs.
Mr. Ruggiero’s litigation experience includes the successful representation of a significant provider in one of the largest Medicaid fraud investigations in New York State. He has also been at the forefront in advocating the rights of healthcare providers in the managed-care arena. He served as lead counsel representing 15 county and specialty medical societies in a groundbreaking action against a major managed-care organization. The action resulted in the recoupment of more than US$10 million and the creation of an innovative liaison committee to improve relations going forward. Mr. Ruggiero also serves as general counsel to the Queens County Medical Society and counsel to the Staten Island Mental Health Society.
