Robert Clark is a counsel in Arnold & Porter LLP’s Washington, DC office where his practice focuses on financial institutions law, particularly in counseling and defending regulated financial institutions in matters involving regulatory and enforcement actions brought by federal and state banking agencies.
Mr. Clark has over 25 years of experience in a broad range of legal issues involving regulated financial institutions. Mr. Clark served for more than 11 years as a senior enforcement attorney for two federal banking agencies. From 1998 to 2004, he served in the Enforcement and Compliance Division of the Office of the Comptroller of the Currency, where he was a Senior Counsel with responsibility for complex and high-profile enforcement matters. From 1993 to 1998, Mr. Clark was a Senior Enforcement Attorney for the Board of Governors of the Federal Reserve System. In addition, prior to his government experience, Mr. Clark was a litigator in private practice, focusing on complex banking, savings and loan and securities litigation. Prior to joining Arnold & Porter, he was a government relations counsel to the Managed Funds Association, the principal trade association for the private investment fund industry.
Mr. Clark assists depository institutions and holding companies with regulatory and enforcement matters involving safety and soundness concerns, receivership and other failed-bank issues, Bank Secrecy Act/Anti-Money Laundering compliance, consumer lending practices, unfair and deceptive practices claims and subprime lending issues.
